Moscow Mills is a Cuivre River town first and a set of housing figures second. Census Bureau American Community Survey five year estimates count 1,401 housing units inside a city limit of 3.162 square miles, 46.0 percent of them single unit detached and 67.1 percent of the occupied ones lived in by the people who own them. The city is built on the west bank of the river, in the northeast part of Clark Township, southeast of Troy, and the water is the reason a Moscow Mills subfloor gets read rather than assumed.

The town was platted on March 17, 1821 by four proprietors, John Geiger, Morgan Wright, James Duncan and Shapley Ross, and it was laid out as a rival candidate for the county seat, losing first to Alexandria and then to Troy. It was plain Moscow at the start, after the Russian capital, and it took the Mills only because another Moscow post office already existed in Missouri, over in Clay County. Sources disagree on the year, so we leave it out.
