Flatness is the other half of it. Slabs are poured flat, not precision flat, and any dip or high spot telegraphs straight up through a floating floor as a hollow feel or a seam under stress. A new slab is its own case
A freshly poured slab, whether it is a new build or a new pour in an existing home, is a separate situation from an older slab that has had years to settle into a stable moisture state. Fresh concrete keeps releasing water as it cures, sometimes for a long stretch after it looks and feels finished, and a floor installed too soon after the pour is going down on top of a slab that has not finished doing its own thing yet. Age and cure time matter here at least as much as whether the slab is above or below grade, and it is exactly the kind of detail worth mentioning before a delivery date gets scheduled.
