The grade line still runs where it runs, so the substrate gets read the same way it would in a room with no door at all, and the recommendation follows that reading rather than the view out of it.

It matters a great deal, though not quite in the way people expect. Housing of that age commonly has finished floor heights that step between rooms, so one new floor can land proud on one side of an opening and shy on the other. Whether a particular room also sits on concrete or below the outside grade is a question about that address, and both kinds of question are settled by measuring rather than guessing.
